The codice fiscale (tax, or fiscal, code) is a personal identification code that the Italian state assigns to every individual for interacting with public authorities, the tax system and most institutions in the country. In its role it is the equivalent of a taxpayer identification number: it uniquely identifies a person across all registers, from the tax authority to the healthcare system. The code is issued by the Agenzia delle Entrate — the Italian revenue agency — and it is the only official source of this number.

Where to get it: Agenzia delle Entrate or a consulate
There are two main ways to obtain a codice fiscale, and the choice depends on where you are at the time of the application — already in Italy or still abroad.
1. In Italy — through the Agenzia delle Entrate
This is the most common option for those who have already arrived. The code is issued at any territorial office of the Agenzia delle Entrate — the revenue agency. You can go to any office regardless of where you live: there is no link to a specific municipality here. In most towns you can simply show up in person, while in large centres it is advisable to book an appointment in advance through the online booking system on the agency's official website.
For citizens of Ukraine who have arrived under temporary protection, in many cities the codice fiscale is assigned automatically or in a simplified way already at the stage of registering protection at the questura (police headquarters). So before making a separate trip to the tax office, it is worth checking the documents issued to you together with your residence permit — the code may already be indicated there.
2. Abroad — through an Italian consulate
If you are not yet in Italy but already need the code (for example, to arrange an employment contract, enrol in an educational institution or complete a ricongiungimento familiare procedure), you can apply to the Italian consulate in your country of residence. The consulate sends a request to the Italian revenue agency and issues you a corresponding certificate confirming that the code has been assigned.

How the procedure works step by step
Obtaining a codice fiscale is one of the simplest of all Italian bureaucratic processes. In a typical case the whole visit lasts from a few minutes to half an hour, depending on the queue. Here is what it looks like in practice:
- Step 1. Prepare your documents. Bring a valid passport or ID, and if you already have a residence permit, bring that too. The full list is in the next section.
- Step 2. Fill in the application. At the office you complete the standard AA4/8 form — the application for assignment of the code or a change of data. You can pick up the form on site or download it in advance from the tax office website.
- Step 3. Submission and check. The official verifies your data against your document, enters it into the system, and the code is generated automatically.

Which documents you need
The list of documents is minimal, and this is another advantage of the procedure. However, it is important that the data on your documents is up to date and legible — the system builds your code from it.
For an adult foreigner the following is usually enough:
- A valid foreign passport or another identity document (for some categories a residence permit will do);
- A residence permit (permesso di soggiorno) or a document confirming that it is being processed — if you already have one. For newcomers under temporary protection, the relevant certificate issued at the questura is suitable;
- A completed AA4/8 form — the standard application of the revenue agency.
For children the code is arranged by the parents or legal representatives. You will need the child's birth certificate and the passport of one of the parents. Children are often assigned the code at the same time as the family is registered or a ricongiungimento familiare is processed.

What the codice fiscale is used for in daily life
The codice fiscale is literally the key to everyday life in Italy. You need it in almost every situation where you officially interact with institutions, companies or the state. Here are the most important areas where you cannot do without it:
- Bank account. No Italian bank will open an account for you without the code. It is needed to identify the client, receive a salary and carry out any cashless transactions.
- Work and employment contract. An employer is obliged to state your codice fiscale in the employment contract, as well as in the documents for social security (INPS) and tax reports. Without the code, official employment is impossible.
- Housing rental. A rental contract (contratto di locazione) is registered with the revenue agency, and the tenant's code is a mandatory field. Without it you cannot arrange a legal rental.
- Healthcare system (SSN). To register with the national health service (Servizio Sanitario Nazionale) and get a family doctor, you need a codice fiscale. The tessera sanitaria is later issued on its basis.
- SIM card and mobile service. Italian operators link the service contract to your code. Buying a SIM card without identifying the person is not possible.
- Purchases and contracts. The code is needed when buying a car, concluding contracts for utilities (electricity, gas, internet), and for large purchases and any transactions subject to registration.

Codice fiscale and tessera sanitaria: what is the difference
Newcomers often confuse two concepts — the codice fiscale and the tessera sanitaria — because the plastic card usually has the same sixteen-character code printed on it. Yet these are different things, and the difference is worth understanding clearly.
The codice fiscale is the number itself, your tax identifier. It exists independently of any card. You receive it first, and it is the one that appears in contracts, banking documents and tax returns. The paper certificato di attribuzione serves as confirmation of the code.
The tessera sanitaria is a plastic health card issued after you register with the national Servizio Sanitario Nazionale. It has your codice fiscale printed on it, but the card itself performs additional functions: it confirms your right to medical care, is used in pharmacies and at the family doctor's office, and on the back it often works as a European Health Insurance Card for travel.
The key difference lies in the logic of how they are obtained:
- The codice fiscale you receive immediately and unconditionally — everyone needs it.
- The tessera sanitaria is issued only after you have registered with the healthcare system, which is already tied to your residence status, work or other grounds for access to the SSN.
So it is entirely normal to already have a codice fiscale (the paper certificate) but not yet have the plastic tessera sanitaria — it will arrive by post later. For a bank, an employer or a rental, the plastic card is not required: the code alone is enough.
Errors in personal data and how to fix them
Since the codice fiscale is generated mathematically from your personal data, any inaccuracy during data entry produces an incorrect code. This is not uncommon, especially for foreign surnames transliterated from Cyrillic. Let us look at the most typical problems and the ways to solve them.

- Incorrect transliteration of the surname or first name. For example, different spellings of "Ie/Ye" or "Iu/Yu" at the start of a name. Because of this the system generates different consonants in the code.
- An error in the date of birth. Swapped day and month (the Italian format differs from the one we are used to) produce a completely different code.
- An incorrect country or place-of-birth code. Especially if the official entered the wrong state.
- Duplication of the code. Sometimes one person is mistakenly assigned two different codes at different offices — this creates confusion in the registers.
How to fix an error
The correction is made at the same authority — the Agenzia delle Entrate. The steps are as follows:
- Go to any office of the revenue agency with the original document in which the data is stated correctly (passport, birth certificate).
- Fill in the same AA4/8 form, but this time for the correction (rettifica) of data.
- The official will check the document and enter the correction. In most cases the correct code is issued the same day.
- If you were mistakenly assigned two codes, the tax office will "merge" the records and keep one valid code.
It is important to act quickly. If you have already signed an employment contract, opened a bank account or registered a rental with an incorrect code, after the correction you will have to update the data at those institutions too. The sooner you spot the error, the fewer documents you will have to redo later.
