What is honosítás: Basic Conditions for Hungarian Citizenship
The Hungarian word honosítás means naturalisation — the acquisition of Hungarian citizenship by a person who was not born a Hungarian citizen. It is the most common route to a Hungarian passport for foreigners who have lived and worked in Hungary for years but lack Hungarian descent or other grounds for a preferential procedure.
Basic naturalisation requires at least eight years of continuous legal residence in Hungary immediately before submitting an application — not just any stay, but residence on a legal basis, usually confirmed by permanent resident status or a document like letelepedési engedély. Interruptions and periods without valid permission can reset the clock — this is often underestimated by applicants.
In addition to the residence period, the applicant must have no criminal record that prevents citizenship acquisition, confirm means of subsistence and housing, and pass an exam on the basics of the Hungarian constitution. But even fully met formal criteria do not guarantee a positive decision: the grant of citizenship is a discretionary act made by the President of Hungary based on submission from the migration authority.
Legal advice. The discretionary nature of the decision is a real risk to consider at the planning stage. A client tells us their story of living in Hungary in plain language, and we translate it into the language of the procedure's specific requirements, so the file matches what the authority really expects.
Residence that counts for naturalisation must be documented year by year: address registration, residence permits, work or study certificates. General questions about legal support for foreigners in Hungary are discussed on our legal assistance in Hungary page.
Shortened Routes and Simplified Naturalisation for Descendants of Hungarians
Eight years is the general rule, not the only possible timeframe. Hungarian law provides for several categories of applicants for whom the residence requirement is substantially shorter, and sometimes absent entirely.
Spouses of Hungarian Citizens
Persons married to a Hungarian citizen can claim naturalisation with a much shorter residence period. The condition is not only marriage registration but also confirmation of actual joint life — shared address, shared household, length of marriage. The authority separately checks for sham marriages, and if detected, the benefit is lost.
Born in Hungary
Persons born in Hungary and living there continuously from birth also have the right to a shortened procedure — primarily children of foreigners who grew up in the country, obtained education there and are de facto integrated into Hungarian society, though formally they did not acquire citizenship at birth.
Recognised Refugees
Persons with recognised refugee status (elismert menekült) can also apply under preferential conditions regarding length of residence: the state recognises that a person with protection often has no real alternative to return to their country of origin and shortens the path to permanent status.
Simplified Naturalisation for Descendants of Hungarians
A separate regime — egyszerűsített honosítás, simplified naturalisation for persons of Hungarian descent, which does not require residence in Hungary: the application can be submitted through a Hungarian diplomatic mission abroad.
The key condition is documented Hungarian descent, usually through a direct ancestor (parents, grandparents) who was or is a Hungarian citizen or belonged to Hungarian nationality, as well as confirmed knowledge of Hungarian, which is verified in an interview by speaking Hungarian about oneself, family and descent.
- proof of descent relies on archival documents — birth and marriage certificates of ancestors, pre-war records, confirmation of an ancestor's Hungarian citizenship;
- a Hungarian surname or family legend about "Hungarian roots" alone does not constitute proof and does not replace documentary verification;
- each case is assessed individually, and the authority may require additional archival documents if the chain of descent cannot be clearly traced.
Legal advice. We deliberately do not promise clients that "a Hungarian surname in the family" alone opens the door to simplified naturalisation — this is a common illusion. A realistic assessment of chances begins with archival research of documents about the ancestor and honest discussion of language skills.

The Civics Exam and Who Is Exempt
For most routes to Hungarian citizenship, including standard eight-year naturalisation, the applicant must pass the alkotmányos alapismeretek exam — on the basics of Hungarian constitutional order: state structure, authorities, symbols, history basics, civil rights and duties. The exam is conducted in Hungarian, and the language barrier itself is the main reason many applicants delay applying for a year or two.
Who Is Exempt from the Exam
The law provides for categories of applicants for whom taking the exam is not mandatory:
- persons who objectively cannot take the exam due to age or health — confirmed by medical certificate or reaching the age specified by law;
- persons who received education in Hungarian — for example, completed school or university with Hungarian language instruction;
- applicants for whom certain rules directly provide for exemption within a preferential or simplified procedure, including those related to Hungarian descent with a language interview instead of a formal exam.
The specific list of grounds for exemption should be clarified individually at the time of application, as this part of the procedure is periodically refined by the authority.
Legal advice. The exam frightens applicants more than it should. In practice, preparing for it is predictable, structured work on a specific list of topics. We help clients understand whether they qualify for exemption, and if not — we break down preparation into a realistic schedule.
Documents, Criminal Record, Income and Address
The document package depends on the route — standard eight-year, marriage-based, or simplified for descendants of Hungarians. There is a common core of requirements that are checked almost always.
Certificate of Good Conduct
The applicant must confirm the absence of a criminal record. Usually a Hungarian erkölcsi bizonyítvány is required, and if necessary — a similar certificate from countries where the applicant previously lived, including Ukraine. Foreign documents require translation into Hungarian and legalisation.
Confirmation of Means of Subsistence
The applicant must confirm that they are able to support themselves and dependents without burdening Hungary's social system: employment contract, income certificates, confirmation of pension or income from business activity. Poorly documented employment is a common reason for delayed review.
Confirmation of Housing and Address
You must confirm the existence of permanent, documented housing — owned or rented accommodation with a valid rental agreement and registered address. Status confirming the right to long-term stay, such as letelepedési engedély, usually precedes the citizenship application itself: first a person establishes themselves in the country on the basis of a residence permit, and only then applies for naturalisation.
Other Documents
- birth certificate, if necessary — marriage or divorce certificate, with translation and legalisation;
- document confirming identity and citizenship;
- photographs to the established standard and a completed application form;
- for the simplified procedure — archival documents about the Hungarian ancestor and confirmation of language knowledge.
Legal advice. The most common reason for prolonged cases is not refusal on the merits but an incomplete document package: a translation not done in the right way, a certificate of good conduct with an expiry date already passed. We compile an individual checklist for each client and check documents before submission.
How the Procedure Works: Application, Review, Oath
The naturalisation procedure consists of several successive stages, each with its own logic and risks for the applicant.
Submission of Application
The application is submitted to the competent migration authority in Hungary in person at the place of residence, with a complete document package. For the simplified procedure for descendants of Hungarians abroad, the application can be submitted through a Hungarian embassy or consulate without need to be physically present in Hungary.
Review and Verification
The authority verifies the applicant's compliance with formal criteria, the authenticity of documents, and if necessary makes enquiries to other bodies regarding criminal record or legality of residence. Within the simplified procedure, an interview is conducted to verify language knowledge and circumstances of descent. Based on the results, a submission for consideration by the President of Hungary is prepared, who makes the decision by decree.
Oath Before the Mayor
After a positive decision the procedure does not end automatically: a person acquires citizenship only after taking the állampolgársági eskü — an oath of allegiance to Hungary, usually before the mayor (polgármester) of the municipality at the place of residence. It is the date of the oath, not the date of the decree, that typically is the moment from which a person legally becomes a Hungarian citizen — so don't delay this stage.
Legal advice. Clients often see a positive decision as the end of the case and relax — then get lost in the organisational details of the oath. Our job is to see the case through to the end: we control the entire chain until the oath is actually taken.
Dual Citizenship: Do You Need to Renounce Ukrainian
Hungarian law does not require a person acquiring Hungarian citizenship to renounce existing foreign citizenship. Hungary permits multiple citizenship: a Hungarian passport can be held simultaneously with a Ukrainian one without going through a formal renunciation procedure.
However, the question of dual citizenship is always a question of two legal systems operating simultaneously, not just Hungarian rules. Ukrainian law's stance on multiple citizenship has historically been complex and is undergoing change, so the practical consequences should be assessed separately for each situation rather than based on general impressions from news feeds.
Legal advice. It is precisely at the intersection of two legal systems that our "lawyer + advocate" approach works best: a client explains their real situation to us in plain language, and we translate it into the language of requirements of both jurisdictions, direct the advocate to exactly where the client needs help, and ensure that acquiring Hungarian citizenship does not create unexpected problems in Ukraine.
The practical consequences of dual citizenship — taxation, social insurance, consular protection — should also be clarified in advance. General questions about residence and status of Ukrainians in Hungary are discussed in more detail on our migration procedures in Hungary page.
Review Timelines and What to Do After Refusal
Review timelines for naturalisation applications vary significantly depending on the route, completeness of documents and the authority's workload. Citing specific numbers of months or weeks here would be misleading: the actual timeline should be clarified at the time of application.
Why Citizenship Grant Is a Discretionary Decision
Even a complete document package and fulfilment of formal conditions do not guarantee a positive outcome: the decision is made by the President of Hungary at their discretion, based on submission from the authority. This distinguishes naturalisation from automatic procedures where meeting a list of conditions leads to a positive result.
Typical Reasons for Refusal
- interruption in continuity of residence that the authority did not recognise as justified;
- insufficiently confirmed or conflicting information about income or sources of subsistence;
- criminal record or other information casting doubt on compliance with requirements;
- unsuccessful attempt to pass the alkotmányos alapismeretek exam without right to exemption;
- for the simplified procedure — insufficiently convincing proof of Hungarian descent or weak language skills at interview.
What You Can Do After Refusal
Refusal does not always mean the end of the road to citizenship. Depending on the reason, the applicant usually has several options: address the specific gap (accumulate more residence time, gather more income documents, retake the exam) and submit a new application; seek clarification of the grounds for refusal; or challenge procedural violations if the procedure was conducted with violations.
Legal advice. Refusal is almost always a signal, not a verdict. In most cases the reason turns out to be entirely remediable: a weak link in the chain of documents, not fundamental unsuitability of the applicant. The key is to honestly work through the real reason for refusal with the client rather than simply resubmit the same application.
If you are considering the Hungarian route to citizenship and want to first soberly assess your situation — residence period, possible Hungarian descent, state of documents — it makes sense to discuss this in advance: book a consultation.
Frequently Asked Questions
How long do I need to live in Hungary to apply for citizenship?
By general rule — at least eight years of continuous legal residence. For spouses of Hungarian citizens, persons born in Hungary, and recognised refugees, significantly shorter periods are provided. The simplified procedure for descendants of Hungarians requires no residence in Hungary at all.
Can I apply for simplified naturalisation while living abroad?
Yes, this is the main feature of egyszerűsített honosítás: the application can be submitted through a Hungarian consulate or embassy without moving to Hungary. But this does not exempt you from the requirement to document Hungarian descent and pass an interview in Hungarian.
Will I have to take a civics exam for all routes?
The alkotmányos alapismeretek exam is mandatory for most routes, except for categories exempt due to age, health or education in Hungarian. For simplified naturalisation based on descent, language verification takes the form of an interview rather than a formal exam.
Will I lose Ukrainian citizenship if I become a Hungarian citizen?
From the Hungarian side — no, Hungary permits multiple citizenship and does not require renunciation. The consequences from the Ukrainian side depend on your specific situation and the current state of the law, so they should be assessed individually.
What should I do if my application is rejected?
First, find out the reason for rejection. In most cases you can address a specific gap — documents, residence period, exam preparation — and submit a new, now strengthened application. In cases of procedural violations, it is worth considering appeal options with a specialist.
The road to Hungarian citizenship is a procedure with many branches: from eight years of residence to simplified naturalisation for descendants of Hungarians. Sober assessment of the situation at the start saves years of waiting.
