When translation and apostille are needed
Every matter in Lithuania, from obtaining a residence permit to registering a company, requires properly formatted foreign documents. A Ukrainian birth certificate, passport or certificate of no criminal record on its own is not accepted by Lithuanian institutions: the document must be translated, certified and legalised with an apostille. This is mandatory for all official procedures, and there is no direct way around it.
In its most general form, the scheme is: apostille in Ukraine + translation in Lithuania + notarial certification = a result accepted by authorities. But the details depend on the type of matter and the institution reviewing the documents. Let us explore the main scenarios.
Apostille under the Hague Convention: how it works
Translation solves the language problem, but does not confirm the authenticity of the document itself. The Lithuanian institution must be confident that the Ukrainian certificate was issued by a genuine authority, not forged. This is precisely the function of the apostille (apostille) — a special stamp approved by the 1961 Hague Convention.
This is important: the apostille is affixed in Ukraine, on the original or a notarially certified copy of the document, before the document travels abroad. The apostille confirms the authenticity of the signature and seal of the authority that issued the document. After apostille, the document is recognised in all countries that are parties to the convention, including Lithuania. There is no need for consular legalisation and endless chains of certification.
Who issues apostille in Ukraine
- Ministry of Justice — for civil registry documents (birth, marriage, divorce, death, and certificates of no criminal record);
- Ministry of Education and Science — for diplomas, certificates and diploma supplements;
- Ministry of Foreign Affairs — for certificates and documents from other authorities.
Important sequence: first apostille in Ukraine, then translation in Lithuania. If you do it the other way round — translate first, then apostille — the apostille will not be recognised, and you will have to redo all the documents. The apostille also needs translation: it is separate text affixed to the document, and the translator certifies only what is specified in the order.
Lawyer's advice. When you order an apostille in Ukraine, immediately state which specific country it is needed for and whether the document will be translated further. If the apostille is already ready and you are ordering a translation, be sure to tell the translator: "The document already has an apostille on it, include the apostille text in the translation".
Translation in Lithuania: the role of the notary, not the translator
It is important to understand the distinction that sets Lithuania apart from most Western European countries. In Lithuania, unlike Poland or Spain, there is no institute of sworn translators in the official sense. This means that responsibility for translation does not rest directly with the translator and their professional status.
Instead, translation is carried out by service bureaux (mostly notarial) or a private translator, but it is the notary's certification of the translation that gives it legal force. The notary signs and seals the translation, taking responsibility for its accuracy. This certification is what makes the translation acceptable to Lithuanian authorities. The question of whether the translator has a licence is not the main thing; the main thing is whether the translation is certified by a notary and whether the translation is bound with the original.
Practically, this means you can order a translation in any language, but without the notary's seal Lithuania will not accept it. The notary acts as a guarantor of the quality and legal significance of the translation. This is not unique to Lithuania — a similar system exists in other Baltic countries — but for a migrant from Ukraine it is an important feature that saves time searching for a certified translator and focuses attention on the notarial matter.
Lawyer's advice. Do not order translation abroad, even if it is certified by a local notary. Lithuanian authorities recognise only certification performed by a Lithuanian notary. A translation you ordered in Ukraine or another country and certified there will not be accepted by Lithuania — it will have to be done again in Lithuania in the presence of a Lithuanian notary. Choosing the right sequence (apostille → translation in Lithuania → notarial certification) saves months and money.
Typical documents for Lithuania
Which documents do Ukrainians most often need to prepare when moving to Lithuania or dealing with Lithuanian authorities? Let us look at the main scenarios.
Residence permit (leidimas gyventi)
For leidimas gyventi (permanent residence permit) you need to confirm: identity, source of income, ability to support yourself. Documents confirming identity and family ties must have an apostille and a notarially certified translation. These are birth certificates, marriage certificates (if relevant) and possibly residence confirmation documents from Ukraine.
Individual identification number (asmens kodas)
To obtain asmens kodas (Lithuanian personal identification number, equivalent to an ID number), you need: passport, birth certificate and, as a rule, an address confirmation in Lithuania. The birth certificate goes through the full cycle: apostille, translation, notarial certification. The passport, as a document issued by Ukraine, also requires apostille and translation, at least of the first page with personal data.
Marriage in Lithuania
Marriage registration requires: family status certificate, permission to marry (if by analogy with other countries), and sometimes a certificate of absence of impediment to marriage. The Ukrainian family status certificate gets an apostille, then is translated and certified by a notary in Lithuania. Often the procedure also requires nulla osta (consular permission to marry), which is submitted separately.
Education and diploma recognition
For entry to a Lithuanian university or recognition of foreign qualifications, a diploma requires: apostille, translation and certification. Additionally, a Dichiarazione di valore (certificate of diploma value from the consulate) or equivalent issued by SKVC (Studijų Kokybės Vertinimo Centras) is often required. For certain specialties (medicine, law) additional recognition procedures apply.
Company registration (UAB — Uždaroji akcinė bendrovė)
If a foreigner is the founder or member, documents proving ownership, founding documents, certificates of no criminal record and founder's passport must have apostille and translation. Registration in Lithuania is done through the Company Register (Registrų centras) and they strictly require all documents to be notarially certified.
Procedure for certification and apostille
What does the concrete procedure for preparing documents look like? Let us go through it step by step.
First step: apostille in Ukraine
You determine which documents are needed for the Lithuanian institution and order apostille in Ukraine. For civil registry documents, contact the Ministry of Justice (usually through an intermediary), for educational documents — the Ministry of Education and Science. Timescales: from several days to several weeks, depending on the authority and the possibility of expedited processing. The apostille is affixed to the original (or a notarially certified copy).
Second step: translation in Lithuania
After apostille, the documents go to Lithuania. There you order the translation from a notarial bureau, translation agency or private translator working with a notary. The translator produces Lithuanian text, binds it to the original and apostille — everything is bound together so that no page can be replaced without damaging the set.
Third step: notarial certification
The notary reads the translation, checks its accuracy and compliance with the original, then seals and signs it. Notarial certification is performed as a special extract or stamp on the translation. From this moment the translation acquires legal force and is accepted by all Lithuanian authorities. The document is ready for submission to institutions.
Timescales and costs
Apostille in Ukraine takes from several days to several weeks. Translation in Lithuania — from several working days to a week, depending on the volume and availability of the notary. Overall, from placement to completed document takes several weeks at the normal rate. The cost consists of: apostille in Ukraine (state fee + possible intermediary services), translation (calculated per page or document) and notarial certification (a small fee for certification).
Lithuania and bilateral agreements
Lithuania is a member of the European Union and a party to the 1961 Hague Convention. For documents going from Ukraine to Lithuania, an apostille is sufficient, without consular legalisation. This significantly simplifies and speeds up the procedure compared to countries that are not parties to the convention.
A separate nuance: apostille on Lithuanian documents going back to Ukraine is issued by Lithuanian notaries (the function is delegated to the notariate). If you need an apostille on a certificate issued by Lithuania, you contact a notary in Lithuania, not the Ministry of Justice.
Bilateral agreements between Ukraine and Lithuania are sufficient for document transactions to be mutually recognised at the level of authorities. This means that neither Lithuania nor Ukraine require additional certificates or complex legalisation schemes — apostille and translation are enough.
Common mistakes that cause document rejection
Most refusals are not related to misunderstanding the law, but to technical details of formatting. Here are the most common.
- Translation without notarial certification. You ordered translation but forgot to have it certified by a notary — authorities will not accept it. Lithuania requires certification, not just quality translation;
- Apostille not translated. The document has an apostille on it, but its text remains in Ukrainian — you need to translate the apostille text itself and have it certified;
- Apostille on a copy instead of the original. Apostille is affixed to the original or a notarially certified copy in Ukraine, before the document travels abroad. If you are already in Lithuania and then try to apostille a copy — this will not work;
- Discrepancy in name spelling. A Ukrainian name is transliterated differently in different documents (passport, certificate, reference). If the translation's name does not match the spelling in another document, the institution sees the discrepancy and asks for clarification. The translator must always receive the current passport to agree the transliteration;
- Expired documents. A family status certificate, certificate of no criminal record, address certificate often have an issue date and expiry periods. If a document is older than the set period (often 6 months), it will not be accepted without a fresh certificate;
- Documents separated. You undid the bound set to copy or correct something — the set loses force and requires re-certification;
- Forgetting attachments to documents. For example, a diploma is accompanied by a supplement, which also requires apostille and translation. If it is missing, the application is often returned;
- Wrong order of actions. To translate first, then apostille — this is wrong. Correct: apostille in Ukraine, then translation in Lithuania.
Special attention to names: Lithuania widely uses the original Russian-language transliteration in passports, but new passports also give different options. If your name in your passport is written as Yuliia, and in the passport when submitting an application as Iuliia, the institution interprets this as two different people. The simplest solution is to contact specialists who will review your passport and agree on the spelling in the translation.
How we help you prepare documents for Lithuania
Preparing documents for Lithuania is the most important foundation of any matter, from leidimas gyventi to company registration. An error in apostille or translation does not affect the substance of the matter, but delays it for months. Our experience with Lithuanian authorities allows us to avoid typical mistakes.
We help at every stage:
- Determining required documents. Each time authorities require a different set of papers. We find out from the Lithuanian institution exactly which documents you specifically need, so you do not order unnecessary ones and do not forget anything;
- Coordinating apostille in Ukraine. We have contacts with the Ministry of Justice and Ministry of Education and Science, understand the nuances of expedited processing and can speed up the process if timescales are critical;
- Ordering translation and certification in Lithuania. If you are already in Lithuania, we coordinate the translators and notaries we trust. If you are still in Ukraine, we organise everything at a distance and send you the completed package;
- Checking documents before submission. Before you submit documents to authorities, we review the entire package for errors: whether apostille is correct, whether all translations are certified, whether there are discrepancies in name or dates. This is the biggest part of the work — we pay attention to the details that authorities actually check first;
- Communication with authorities. If authorities return documents with comments, we contact them, clarify what exactly needs to be corrected, get the clarified document (if a new apostille is needed, order it again in Ukraine) and manage the process of corrections. Often, returning a package is not a collapse of the matter, but correction of one or two items;
- Protection against delays from authority inquiries. Lithuanian migration authorities often ask for clarification or additional documents. We prepare answers, coordinate supplements and ensure the case is not lost in the queue.
Our client is guaranteed that documents are properly formatted and accepted by authorities on the first try. The time you save by avoiding mistakes and re-submissions — this is often months, especially when citizenship or residence permits are involved. Write to us to discuss your case.
Frequently asked questions
Can I have the translation done in Ukraine instead of redoing it in Lithuania?
No. Lithuanian authorities only recognise translation certified by a notary in Lithuania. They will not accept a Ukrainian notarial translation, even if it is of the highest quality. The exception is if you submit documents through the Ukrainian consulate in Lithuania or if the consulate has done the translation itself; but these are rare cases. The general rule: translation is only in Lithuania, certified by a notary.
How much time should I budget for apostille and translation?
Apostille in Ukraine takes from several days to several weeks, depending on the authority and workload. Translation in Lithuania — from several working days to a week, depending on the volume and availability of the notary. Overall, the process takes several weeks at the normal rate, is shortened for expedited processing (but for an additional fee). If timescales are critical, it is better to start with apostille immediately.
How much does document preparation cost?
The cost depends on several components: apostille in Ukraine (state fee + intermediary services if needed), translation (calculated per page of document, so volume directly affects the sum), and notarial certification (a small fee for certification). A set of several documents (birth certificate, family status certificate, certificate of no criminal record) costs significantly more in Lithuania than one separate document — the bill includes translation, certification and several relatively fixed fees. Exact prices vary depending on the notary and workload. Ask specifically from the notary you choose.
How do I correctly agree the spelling of my name in the translation?
Give the translator your current passport, where the name is written finally. It is also best to provide all other documents where the name appears (certificates, diplomas) so the translator can check consistency. If in different documents the name is written differently, this is a problem that needs to be solved first — either by obtaining a clarified document in Ukraine or by giving written explanation to authorities. Do not rely on the translator to solve this discrepancy on their own — this is a thankless task.
Is apostille placed on the original, a copy, or both?
On the original or a notarially certified copy issued in Ukraine. One document gets one apostille. If you need two sets (for example, one for the case, one for the archive), order two apostilles at the same time in Ukraine — this is cheaper and faster than making copies and apostilling them separately.
What do I do if authorities return documents with comments?
Do not panic. Most returns are correction of one item: they forgot to translate the apostille, discrepancy in name, expired certificate. Ask the authorities in writing what exactly needs to be corrected, get the clarified document (if a new apostille is needed, order it again in Ukraine) and resubmit. The case itself does not lose its queue, only the documents need to be corrected. Refer to the residence permit in Lithuania to better understand the overall process when authorities check documents.
Properly formatted documents are the foundation of any matter in Lithuania, from obtaining a residence permit to registering a company. The time spent getting the correct sequence right — "apostille in Ukraine — translation in Lithuania — notarial certification" — saves you from the worst scenario: when a case is returned not because of its substance, but because of the technical formatting of documents.
